PROJECT DESCRIPTION:

The aim of the project was to offer quality technical solution for the first covered parking for bicycles in Sarajevo. According to the theory and technical guidelines, the bicycle parking lots are supporting facilities of the objects and are calculated on the basis of various factors such as the use of the building, its gross floor area or by the category of its users, in the case of educational institutions, according to the number of students and staff, both teaching and non-teaching. Selection of a proper bicycle parking design means choosing the appropriate level of protection for bicycles against vandalism, theft and adverse weather conditions. Design depends on the nature and purposes of parking bicycles at each location and its duration. Although, according to the Guidelines for road design – Chapter pertaining to bicycle infrastructure design, calculation results indicated several times higher bicycle parking capacity for the school of the size of Third Gymnasium then the one offered by this covered bicycle parking lot. However, the survey of the student population on their transportation habits and everyday commute to school has shown that there is no realistic need for setting the bicycle parking lot of a large capacity in the schoolyard.

The building of the Third Gymnasium has offered several key benefits when selecting technical solution of the bicycle parking facility. First of all, the school is located on Wilson Promenade (Vilsonovo šetalište), which is one of the two main bicycle corridors in Sarajevo. Furthermore, it has a spacious fenced school yard, which enabled setting the parking lot very near to the main entrance of the building. Therefore, there is a direct access and ability of the direct surveillance by the students, staff, and security cameras that monitor the school entrance and the school yard. All of the above are important factors for reducing the risk of vandalism and eventual theft of bicycles.

The starting point for the conceptual design proposal were already existing and well-established solutions for the design of bicycle infrastructure. The parking lot is made of the bike corral and the canopy which are constructed of steel pipes of various profiles and roofing made of twin-wall polycarbonate sheets. The bike corral consists of the 5 bike racks in the shape of the letter "A" which are bike racks of the Second safety category that provide a high level of protection of bicycles against theft and vandalism if users use adequate safety locks such as so called U-locks for bicycles. The bike racks are double-sided orientation, so that parking provides capacity for ten bicycles. The function of the canopy is to protect the bicycles from adverse weather conditions, particularly rain, which is necessary if the parking facility is planned with objects whose users have the need for long-term (longer than two hours) parking on the site. One of the requirements for the design was to choose the parking module of the satisfactory basic capacity which will also meet the aesthetic conditions in order to be suitable for implementation in other locations, and set up in front of other educational institutions or facilities of public administration.

The construction of parking lot was financed by the Ministry of Education, Science and Youth of Sarajevo Canton within the Project "Promotion and improvement of the use of bicycles in public transport among high school and university students in Canton Sarajevo - Cycle with less stress and towards better health".

OPIS PROJEKTA:

Cilj projekta je bio ponuditi kvalitetno tehničko rješenje prvog natkrivenog parkirališta za bicikle u Sarajevu. Prema teoriji, kapaciteti za odlaganje bicikala su prateći sadržaji objakata i proračunavaju se na osnovu različitih faktora kao što su: namjena objekta, njegova korisna površina ili prema kategoriji korisnika, a u slučaju školskih ustanova prema broju učenika i uposlenika (nastavnog i nenastavnog osoblja). U zavisnosti od karaktera parkiranja bicikala na pojedinoj lokaciji, odnosno njegovog trajanja, odabire se i odgovarajuće kategorija biciklističkog parkirališta koja podrazumjeva stepen zaštićenosti bicikla od vandalizma, krađe i nepovoljnih vremenskih uticaja. Iako je prema Smjernicama za projektovanje, za objekat veličine Treće gimnazije, proračunat višestruko veći parkirališni kapacitet, anketom učeničke populacije je utvrđeno da ne postoje realne potrebe za postavljanjem biciklističkog parkirališta velikog kapaciteta u školskom dvorištu.

Objekat Treće gimnazije je ponudio nekoliko ključnih pogodnosti kod odabira tehničkog rješenja. Prije svega, škola se nalazi na Vilsonovom šetalištu koje je osnovni biciklitički koridor u Sarajevu. Nadalje, posjeduje prostrano ograđeno školsko dvorište, što je omogućilo postavljanje parkirališta nepostredno uz glavni ulaz u objekat tako da postoji direktni pristup i mogućnost neposrednog nadzora od strane učenika, osoblja, ali i sigurnosnih kamera koje nadziru ulaz u školu i školsko dvorište. Sve pobrojano su važani faktori za smanjenje rizika od vandalizma i eventualnog otuđenja bicikala.

Polazna osnova za prijedlog idejnog rješenja su bila već postojeća i afirmisana rješenja za projektovanje biciklističke infrastrukture. Samo parkiralište se sastoji od tvz. složenog stalka i nadsrešnice, koje konstrukcijski čine čelične cijevi različitih profila i pokrov od saćastog polikarbonata. Složeni stalak se sastoji od 5 stalaka u obliku slova „A“, tvz. A‑stalci za bicikle. Radi se o stalcima Druge sigurnosne kategorije koji pružaju visok stepen zaštite bicikala od krađe i vandalizma ukoliko korisnici koriste odgovarajuće sigurnosne brave, kao što su tvz. U-brave za bicikle. Stalci su dvostane orjentacije, tako da parkiralište pruža kapacitet od deset parkirališnih mjesta. Funkcija nadstrešnice je zaštita bicikala od nepovoljnih vremenskih uticaja, prvenstveno kiše, što je neophodno ukoliko se parkiralište planira uz objekte čiji korisnici imaju potrebu za dugotrajnim, višesatnim odlaganjem bicikala na lokaciji. Jedan od zahtjeva pri projektovanju je bio odabrati modul parkirališta, zadovoljavajućeg osnovnog kapaciteta, koji će udovoljiti i estetskim uslovima kako bi se mogao primjeniti i na drugim lokacijama i postaviti ispred drugih obrazovnih ustanova ili objekata javne uprave.

Izgradnju parkirališta je finansiralo Ministarstvo za obrazovanje, nauku i mlade Kantona Sarajevo u okviiru Projekta „Promocija i poboljšanje upotrebe bicikla u javnom prijevozu za učenike i studente u Kantonu Sarajevo - Biciklom sa manje stresa i prema boljem zdravlju".
